Talcana is a suburb of Alasdairo and one of the poorest communities on the island. Founder Jefferson Elias hoped to provide jobs and low-income housing to Meridona's unemployed. His vision was initially successful, with many of it's residents making the most of their opportunities. As the population began to grow, however, Talcana's police force was overmatched and crime rates skyrocketed.
Today, the town remains plagued by violence, earning the nickname of "Hell in Paradise". After numerous failed attempts to bring order to the city by the Meridonan government, they changed their focus to ensuring that the violence stays in Talcana and does not spill out into the surrounding regions, essentially making the entire city lawless. In 1994, exits to Talcana along the Meridonan Freeway were removed, leaving only side roads to access the city.
